    In 1785, Mann was sent to Quebec as captain and commanding engineer, charged with preparing defenses for the possibility of war with the United States. He writes of the challenges of receiving mail from the United Kingdom, noting "our patience in waiting for news from England is nearly exhausted, we have not yet received either the November or December Packets..." Biographical notes are included.
